Meet Desi Alvarez…
I was born in Cuba and came here as an unaccompanied minor escaping communism. I initially lived in foster homes in Albuquerque, NM, and eventually was reunited with my parents. We settled in Culver City. I attended Loyola University where I received a Bachelor of Science Degree in Civil Engineering and a Masters of Science degree from University of California, Davis in environmental engineering and water resources. My wife, Margaret and I have been residents of Manhattan Beach since 1996. My professional career has been dedicated to water and water management. I have worked for multiple consulting firms and public sector agencies and have owned my own engineering consulting firm. I understand the value of hard work and the value of a dollar.
College football is my primary hobby and the Fighting Irish of Notre Dame my team of choice. I am also interested in politics, world history, current events, and enjoy long walks, dinner parties with friends, and traveling, which we all hope to do again soon.
With your vote I hope to continue to advocate for water-related issues while serving on the West Basin Municipal Water District board of directors.
Clean. Safe. Affordable. Water.
My life’s work has been dedicated to water issues and improving water use. I have advanced degrees in Water/Environmental Engineering and 30+ years of water management experience. With your support and vote I will apply my talents to provide oversight that will make West Basin Water District efficient and responsive to your needs by:
Ensuring a safe, reliable and affordable water supply

Stopping the perpetual annual increase of water rates
Eliminating no-bid multi-million dollar contracts, reducing reliance on outside vendors, and controlling administrative costs.
Partnering with our communities to use stormwater to increase total water supply and improve water quality
Focusing on providing a safe and reliable water supply consistent with protecting our precious coastal environment.
Providing leadership to ensure that we have access to clean, affordable water and be accountable to you.
